‘ASSISTANT IN OTHER MINISTRIES’ (GRADE PAY 4600) JOB PROFILE

Selection to the post of Assistant in Other Ministries is made through the Combined Graduate Level (CGL) Exam conducted by the Staff Selection Commission (SSC).

In the 6th CPC he was entitled for the Grade Pay of Rs 4,600. Now in the 7th CPC he is entitled for the Basic Pay Rs 44,900 and comes under the level 7 of the following Pay Matrix Table.

NATURE OF WORK OF ASSISTANT IN OTHER MINISTRIES

Be it Assistant Section Officer (ASO) in Central Secretariat Services (CSS) or Railway Department or any other department Assistant in Other Ministries has to do clerical work like noting, drafting, seeing various files, and does interpretation of rules and regulations, but in actual he is much above an LDC. His nature of work is generally refined. This post is equal to a HEAD CLERK in fact.

 

What are the OTHER MINISTRIES?

There are many ministries or commissions or independent bodies which are not under any particular cadre. They are called OTHER MINISTRIES. Some of them are given below:

1. Election Commission

2. Central Information Commission

3. Ministry of Parliamentary Affairs

4. Central Administrative Tribunal

5. Department of Telecommunications

 

Which ministry will you get?

Every year, DoPT asks all the ministries/organisations falling under OTHER MINISTRIES vacancies to be filled through a particular exam. Now let’s suppose there are 5 above mentioned ministries. While allocating ministries to the selected candidates the Staff Selection Commission (SSC) puts these ministries in alphabetic order. So if you put the above ministries in this order, there order will be:

1. Central Administrative Tribunal

2. Central Information Commission

3. Department of Telecommunications

4. Election Commission

5. Ministry of Parliamentary Affairs

Now suppose number of vacancies given by them is 1, 3, 21, 7, 18 respectively. Therefore there total vacancies are 50. The Staff Selection Commission (SSC), then, takes out the list of 50 candidates selected in these ministries rank-wise and allot them in alphabetic order.

 

TRAINING FOR ASSISTANT IN OTHER MINISTRIES

There are no training facilities. Although you can request your organisation to let you join training programmes available in DOPT/ISTM.

 

PROMOTIONS FOR ASSISTANT IN OTHER MINISTRIES

There are no departmental exams in for Assistant in Other Ministries. So, you might remain assistant for 10 years or more. You might also get promoted in 5 years to SO if you are lucky. Since, these ministries are small organisations compared to Assistant Section Officer in Central Secretariat Services (CSS) or Railway or Ministry of External Affairs (MEA), less vacancies are created every year.

 

TRANSFERS FOR ASSISTANT IN OTHER MINISTRIES

All these ministries/organisations are based in Delhi. Usually transfer chances are nil. But Election Commission of India might send you in other states for election duty.

 

WORK-LOAD FOR ASSISTANT IN OTHER MINISTRIES

It totally depends on your seat and your boss. Work hard with sincerity and integrity and everything will be fine. Work load is manageable. It’s a 5 day week there.

 

WORK LIFE BALANCE FOR ASSISTANT IN OTHER MINISTRIES

It is good. You will be working in the same organisation for next 35 years unless you switch over or resign. You will have enough time to prepare for exams. But office politics are very strong in small organisations if that concerns you.

 

FINAL SUMMARY

I will say to avoid these posts. Don’t fill these posts only due to 4600 grade pay. It is better to fill Auditor or Divisional Accountant post. You might feel that 4600 is better than 4200, but it is not the case. There is no exposure, no departmental exams, slow promotions, no growth. You will be stuck in the same organisation for next 35 years. And if you get one of these ministries/organisations, kindly keep preparing for CSS or whatever suits you.
